Heloise Emdon

Heloise Emdon directs teams to develop program plans based on monitoring and evaluation. Heloise has 20 years of experience in international development programming, working as a sector specialist focusing on inclusive economies, especially in Information and Communications Technologies (ICTs) for Development.

She assists multi-disciplinary teams develop programs, engage in partnerships, and evaluate their interventions. Her program work experience has been at the Development Bank of Southern Africa in Johannesburg (1990-2001); International Development Research Centre (2002-2012) and Carleton University (2012-present) in Ottawa, Canada. She is currently the Manager of Internationally Sponsored Research Projects, Carleton University, Ottawa, Canada. Before a career in public administration and development, Heloise was a political and economic journalist in South Africa.
